Stamp duty and registration charges for a flat in Bihar

By Narsimha Property Consulting, MuzaffarpurUpdated 29 October 2026

The short answer

A lender guide for 2025-26 puts stamp duty in Bihar at 6% and registration at 2% of the property value, 8% in all. A woman buying from a man gets a small rebate (5.7% and 1.9%). The duty is calculated on the higher of the sale price and the government’s minimum value rate. Rates change by notification, so confirm before you pay.

The rates

BuyerStamp dutyRegistrationTotal
Standard rate6%2%8%
Woman buying from a man5.7%1.9%7.6%
Man buying from a woman6.3%2.1%8.4%
Joint ownership6%2%8%

These rates are from Godrej Capital’s guide for 2025-26. The guide does not state a separate rate for every combination of seller and buyer, and it mentions no cap on stamp duty for a sale deed. The ₹500 cap it mentions applies to lease and rental agreements only.

How the value is calculated

Stamp duty is charged on the higher of the price in your agreement and the minimum value rate (circle rate) set by the government for that area. If your flat is priced below the circle rate, the duty is still worked out on the circle rate.

A worked example

For a flat with a value of ₹40 lakh, our arithmetic using the rates above gives:

Standard rateWoman buying from a man
Stamp duty₹2,40,000₹2,28,000
Registration₹80,000₹76,000
Total₹3,20,000₹3,04,000

The rebate saves ₹16,000 in this example.

This is separate from GST

GST on an under-construction flat is paid to the builder along with your instalments. Stamp duty and registration are paid to the state when the deed is registered. Budget for both. The all-in picture is in flat price in Muzaffarpur.

Before you pay

Check the current rates and the minimum value rate for your locality on the Bhumijankari portal or IGRS Bihar, or at the sub-registrar office, before you fix your budget. A lender’s blog is a good guide but it is not the notification.
